In order of transparency in the elaboration work on .fr registry policies, the projects submitted to the Board of Directors, as well as the decisions approved by the Board, are made public on this page.

Open policy for IDN registration - 23 March 2012

Decision(s):

  • The Board approves the registry policy of opening the .fr, .re, .pm, .wf, .tf and .yt TLDs to IDNs updated after the entry into force of article 45 of French Law No. 2011-302 of March 22, 2011

Registrars Accreditations - 8 November 2011

Decision(s):

  • Taking into account the urgency of the deadline of 31 December 2011 fixed by decree, the board of directors derogates from the procedure of consultation on the general interest policies planned in the appendix 2 of the agreement State-Afnic and approves the suggested accreditation policy

Opening to European Union - IDN - 10 June 2011

 

Decision(s):

  • The Board approves the proposed amendments to the policy of opening to Europe, in particular to take into account the new legislative framework and the requirement to open the top-level domains .re, .yt, .tf, .pm and .wf:
    • eligibility regardless of age,
    • eligibility of individuals and corporate entities residing in all the local authorities overseas and in the Member States of the European Union,
    • suspension of new registrations in the second-level domains "asso", "com", "tm",
    • set-up of a system to check the reliability of the information provided.
    • testing of cooperation with an intellectual property rights registry to assist the opening of domain names overseas.

This policy will enter into effect before 31 December 2011.

  • The Board approves the registry policy of opening the .fr, .re, .pm, .wf, .tf and .yt TLDs to IDNs with: 
    • a priority period of two months for the benefit of registrants of ASCII domain names (grandfathering)
    • a table of authorised characters consisting of 66 characters from the LATIN-1 standard plus the ligature œ.

Registry policies and the impact of the new Law - 8 April 2010

 

Decision(s):

  • Considering the entry into force of the new legislative framework modifying the bases of existing mechanisms for dispute resolution, the Board of Directors approved the suspension of:
    • the alternative dispute resolution procedure (PARL) by technical decision starting 15 April 2011
    • the PREDEC procedure (for flagrant violations of the domain names act) starting 15 May 2011
  • The Board of Directors asked the Director General to submit (for its meeting of 10 June 2011) a preliminary set of in-house Terms and Conditions for a procedure complying with the new article L.45-6 of the French Postal and Electronic Communications Code (CPCE) with the goal of the fastest possible service recovery.
  • The Board of Directors asked the Director General to modify the Charter, as of 1 July 2011, including the existing procedures relative to the registration of prohibited and reserved terms in light of the new article L.45-2 of the French Postal and Electronic Communications Code (CPCE), as follows:
    • The applicant must specify the reason for application
    • AFNIC may only refuse the registration in the case of a lack of legitimate grounds for use; bad faith; incitement to sexual, racial or religious harassment; infringement of public decency; or infringement of the rights guaranteed by the Constitution or the Law, and only after having provided the applicant with an opportunity to present its observations.
  • Given the new article L.45-5 of the CPCE, the Board of Directors asked the Director General to set up (as of 1 July 2011) the daily publication of a list of the domain names registered the previous day, available for download or in standard consultation form.
    The Board of Directors approved the modification to the data access policy, namely, to include the name of the domain name holder in the information sent to Whois by the qualified access service, if this name is not subject to restricted circulation.
  • Given Article 18, section II, paragraph three of the French Act of 22 March 2011, the Board of Directors asked the Director General to prepare to open up the top level domains of French overseas departments and territories for which AFNIC acts as registry (.re, .wf, .tf, .yt, .pm) in accordance with the same policies and procedures as for the .fr domain name, before 31 December 2011.
    The Board of Directors asked the Director General to contact the corresponding local authorities and ministries concerned within the briefest possible delay.
  • As part of the registry policy deployment process defined by the State – AFNIC agreement, the Board of Directors approved the suggestion to organise workshops on the registry policies while complying with the following ethical principles:
    • Ensure that stakeholders do not promote their products or organisations, or their membership on the Board of Directors,
    • Ensure a regular turnover of the stakeholders' panel.
      The Board of Directors also asked that the Board of Directors be informed of the makeup of the workshops before they are held.
  • The Board of Directors approved the new road map on registry policies as they were presented during the meeting. Given the workload during implementation, the Board of Directors agreed on a November briefing before undertaking new discussions on registry policies.

Registry Policies 2011 - 19 November 2010

 

Decision(s):

  • The Board of Directors approves the policy for the opening of the .fr extension to Europe on December 1st 2011, satisfying the requirements presented during the Meeting.
  • The Board of Directors  requests the Managing Director to refer to the Internet Community through a dedicate workshop, about the pilot study for IDN Registry Policy, and particularly on the implementation of a pre-emption system, and the list of the authorized signs.
    It request for a plan  to be worked out, in order to be submitted to the Consultative Committees on March 2011.
  • The Board of Directors notes the plan's progress regarding the implementation of the differentiating status, amended by the Consultative Committees, and requests the Managing Director to refer to the Internet Community, regarding the name to be given to this "differentiating status". If necessary, the Board of Directors will confirm the final proposition by electronic means.
  • The Board of Directors notes  the lack of consensus regarding the observatory plan for the Registrars Quality of Service, and requests  the Managing Director to submit a reworked plan for the next Committees.
  • AFNIC  Board of Directors approves the road map on the Registry Policies, as presented during the Meeting.

Opening of .fr to European Union - 11 June 2010

 

Decision(s):

The Board of Directors authorises the CEO to initiate a public consultation on making the .fr domain available to individuals and organizations based in the European Union, on the basis of the proposal put before the Board.

Decision(s):

The Board of Directors studied the Pre-project: Differentiation Status of Registrars and authorized the CEO to go on working on this issue with a consultation of registrar members and user members, pursuant the procedure described in the Appendix 2 of the State-AFNIC Agreement.

Road Map for .fr Registry Policy, 2010-2013 - 16 April 2010

Opening of .fr to European Union, IDN, fundamental terms

Decision(s):

The Board of Directors approved the road map for registry policies development. This road map will be made public pursuant to the State-AFNIC Agreement.
The Board of Directors asked the CEO to submit a pre-project for the opening of .fr to European organizations and citizens to the 2010 Members General Assembly, and to submit a pre-project of opening IDN for .fr to the next Consultative Committees in October 2010.
